I'm trying to build a database records consisting of:
20,000 master stock items
50,000 transactions lines per year

Can Access handle this?
If not, what other database is suitable?

Yes, access can handle that. Access does not have a limit on the number of
transactions, just the over all size of the database. See "specifications"
in the help file.

Easily. 50,000 records in a table is quite modest. 5,000,000 is
getting rather large. 50,000,000 needs SQL/Server, Oracle, or some
other client-server dbms.
