TJ,

I just spent a day working through this problem for a friend. There are
many possible solutions - one as simple as having the wrong system date set
on your computer. I'm sure you found all the possible fixes eg date,
encryption level, curruption, etc.

I am writing because despite trying all of the "technical solutions" we
continued to have the problem. I did not find our solution referenced on
line despite extensive research so I hope this may help you. In our case
the PC running windows 98 SE was connected to Bellsouth aDSL via a Linksys
router. Installed on the system was a current version of Norton's
combination virus protection/firewall/tune up all in one product (can't
remember the exact software title). Despite the Firewall being disabled, it
was apparently continuing to monitor / interfere with Internet traffic.
Uninstalling the firewall component using the control panel "add/remove"
tool solved the problem.

If you have a similar software firewall product from Norton or another
vendor it may not be sufficient to disable or turn it off. I would
completely uninstall.it.

This is passed on to you with grateful acknowledgement to the Level 3
service tech at Bellsouth that suggested it at the end of a very long day.

Hope this helps you as well!

Regards,

Jeff
