HTTP Error 403 message

On most occassions when I try to open up a web PDF file, or indeed other
applicatioons I het the 'HTTP Error 403 - Forbidden' message. I find that
the trying to view documents on the web to be very limiting as by and large I
always get this message; hopwever, I am able to open up HTML doc on the site
- if it is available.

I have tried to download the 'HTTP Error 403 - Forbidden' fix from the
microsoft website - but when I hit download I get the same message. Indeed,
I tried to download the Sun Java platform to see if this would help but I get
the same message after hitting the download button.

Can anyone help as I am unable to function effectively on the web and am
unable to download the fix?
