Hi,
Thank you for posting. To clarify the problem, please let us know the
following information:
1. Detailed error message
2. Does the problem occur in the server or in a client machine?
3. Will the problem occur when you download some other things from the
Internet?
I suspect that you need to configure ISA to not require authentication. The
download apparently cannot pass required authentication credentials to the
web proxy when prompted, like the Browser can.
Ensure that none of the following are true:
1: Outgoing web request listener to not ask for authentication: "Ask
unauthenticated users for authentication"
2: All Rules only allow authenticated users/groups. (The site and content
and protocol rules)
Alternatively, if there is no requirement for item 1 above.
1) Disable: "Ask unauthenticated users for authentication"
2) Create a destination set containing the download sites (*.com). There
may be other sites, if blocked after this step, look in the web proxy log
to identify what sites were blocked.
3) Create a site and content rule to allow any request for this download
site. This will allow the download program to pass through Proxy without
need for authentication.
Another method might be to set the browser to not use Proxy Configure the
firewall client,
Configure the firewall client on these client machines.
Set the HTTP redirector filter on ISA to be disabled.
This will cause all requests from these machines to be authenticated by the
Firewall service and also prevent them from being passed through the
webproxy service.

I hope this helps.
