HTML reply to Rich Text

I would like to reply to a rich text message in HTML but
the choice "HTML" under the Format Menu bar is not
available to me. It is available in messages that come in
as HTML, but that's sort of useless to me. Any ideas?

Convert to Plain Text and then you'll have the option for HTML again.
