My HTML and HTM extension icons are not showing. Like if
they're on the desktop, or in a program folder for a
readme all the icon is, its the windows icon for an
unknown icon. However, when I go into folder options and
look for HTML and HTM extensions, the icon looks correct.
But its not! So whats wrong? Clicking restore does
nothing and I'm out of clues. Yes the icons I'm looking
at are .htm and .html files. Please help!

Brent;

You can give TweakUI a shot. Besides all of its other features
it has a repair icons utility.

Rebuild icons when you find that Explorer is displaying the wrong icon for a
program or shortcut. Note that repairing icons may cause icons to lose any
custom positions.]]

Well, the only thing that did was sucessfully rearrange
my desktop icons. Still the same problem as described
below. I even restarted afterwards to no avail.

Brent,

Open Registry Editor and navigate to:
HKEY_CLASSES_ROOT\htmlfile

Backup the key by exporting it. Delete the whole key 'htmlfile'. Open Internet Explorer > Tools > Internet Options > Programs tab > Reset Web Settings.

To repaint the desktop:

1. Right-click Desktop, choose Properties, Appearance Tab.
2. Click "Advanced" button, choose Icon from the drop-down list and set it's size to 31 and press OK and close the dialogs.
3. Repeat the same procedure (1&2) and set the icon size to 32 and press OK, OK.

See if this helps, if not reboot. Let us know which update or software installation has caused this.
