Can you compose a message in HTML format without Word as
your E-mail editor? If so, how?

I believe that you can, just go into Tools, Options, then
choose Mail Format Tab. You should see "Compose in this
message format: HTML". Then, just unclick the box that
says "Use Microsoft Word to edite e-mail messages"

That should work.
