Html editor or viewer that can handle html framesets

Looking for an editor or viewer that can view or edit web
pages that
have html frameset which Netscape's Editor can't handle.

I could open the page with Netscape or maybe rename the
html to something unique and make a new file type.

But I am sure there is a better way.
