HTA prompts for File Download

I create a file test.hta with as little as nothing (i.e. it's an empty
file). I type test.hta on command line or double click it in Windows
Explorer. I'm prompted "Some files can harm your computer. ..." with a
title "File Download". How can I disable this prompt?

This started to happen a few weeks ago. This company keeps pushing out
security patches or group policies. I tried lowering my IE6 browser
security level for Intranet to Low and tried disabling virus scan.
Problem persists. Thanks for help.

Hi,
Did the company just upgrade Win XP to XP SP2? If this HTA file is on your
HD, you shouldn't be seeing the warning message. An HTM file should prompt
the warning message due to Local Machine Lockdown- an HTA file shouldn't.

If the HTA file is being downloaded from the intranet, I don't know that you
can eliminate the message. HTA is classified as a high risk file type.

Thanks, Don. It's still SP1, according to Control Panel - System.

winver shows this:
Version 5.1 (Build 2600.xpsp2.030422-1633 : Service Pack 1)

Add or Remove Programs has a dozen XP Hotfix'es followed by KB<number>,
and also Hotdix (SP2) Q<number>. I guess part of SP2 fixes are
installed. I wish I could copy and paste the numbers here.

I can spend some time and read each of the Q articles on Microsoft site
and see which one causes HTA to throw the warning.
