Does the printer do this only when you send a print job?
Most inkjets have no way of knowing whether there is paper in the tray or not,
they try to feed paper and if the paper does not reach a certain point in the
paper path in a given time they say "no paper".
So what I am asking is, does the printer try to feed paper and then say it is
out of paper, if so then the problem is a paper feed issue which is often worn
pick up rollers or an obstruction in the paper path? Is the printer still in
warranty?

I don't know this printer, does it have either a back door or a duplex unit
plugged into the back?
If so, remove the cover or duplexer, and look in the back of the printer, there
may be some rubber covered wheels. Cleaning these with a damp cloth may help,
you can usually turn the rollers in one direction by hand without doing any
damage. Other parts of this printer are difficult to get to because of the
scanner.
If the printer is in warranty it should get replaced or repaired by HP.
