They are indeed refilled by all the usual suppliers.
Refill kits exist as well.

If you do a search on the hp SKU (e.g. C4837AN),
you'll get hits on more refills than real.

One clever outfit is providing free post-paid
"recycling" bags to US Post Offices. I've little
doubt that they are one of the refill brands,
getting inventory for the price of postage.

I've never even tried a refill, and have no specific
recommendations or warnings as regards them.

Not so clever, it turns out.

The bags aren't big enough for common hp ctg
packaging, such as the #29 in its retail box.

Yet the bag instructions tell you to put the
empty in the retail pkg first, and indeed this is
necessary or the unprotected printhead will get
bashed into uselessness in the mail.

The baggie also asks for your email address in
the return-adrs block. "Recycle your cartridges"
for free and get spam at no extra charge!

Nonetheless, I'm a little surprised that the inkjet
makers (can, eps, hp, lex) aren't doing something to
both address the convenient-home-recycle issue, and
keep the used ctgs out of the hands of refillers.
hp does include UPS return labels for toner ctgs.
