There are two things I would suggest trying after thoroughly cleaning
all traces of previous installation attempts, as already discussed in
this thread or in others.
1 -- I would try once more to install the HP XP Package that you
downloaded but using the Compatibility Mode set to XP with SP2 as well
as the Run as Administrator both of which are located on the Properties
/ Compatibility TAB of the .exe file you downloaded. After you set
these on the Compatibility TAB, click on Apply and then OK.
Naturally the usual business of not having the USB cable plugged into
the PC and so on.
If this does not work then:
2 -- I would download the HP Deskscan 2.9 package from
ScanJet Scanners DeskScan 2.9 and Copy Utility

That downloaded file is a self-extracting ZIP file so you can look
inside with WINZIP or equivalent applets for opening compressed files.
You may have to turn off Windows Image Acquisition (WIA) Service when
installing Deskscan so do that in Control Panel ...... Services but
after the scanner is found to be running OK I found you could turn it
back on.
Install it using the Compatibility Mode set to XP with SP2 as well as
the Run as Administrator both of which are located on the Properties /
Compatibility TAB of the .exe file you downloaded. Naturally the usual
business of not having the USB cable plugged into the PC and so on.
If setting the Compatibility mode etc starts running the setup.exe file
it will unzip itself into a folder C:\Deskscan -- I recommend not
changing the location or name -- but I don't remember if it then
automatically goes on and starts to run the setup procedure or just
unzips it. If it does not start installing, navigate to the
Deskscan\Disk1 sub-folder (dates back to floppy disks for installation
and you can make them if you want to but it runs from the hard drive
too) and find setup.exe in that sub-folder.
I don't know if it is necessary or not but repeat the compatibility
mode setting unless you find it is set when you open up that TAB on
setup.exe.
Hopefully that will install Deskscan 2.9 which uses TWAIN to
communicate with the scanner as well as the very neat Copy utility.
I have no way of knowing that either of these will work for you; I hope
they do but if not I can only suggest it is time to get a scanner
designated to work with VISTA. Sad but that's life.
