I rebooted my computer the other day and my printer stopped working
completely. I tried to change the USB cable and power cord, but that
did not work. I have a back up printer which works, but I'd like to
get to the bottom of this. Is there a fuse or breaker inside the
printer? ANy other ideas. Thank you in advance.

There is certainly no breaker, there may be a fuse but if so it will be on one
of the boards in the printer.
Does the printer have an external power adaptor? A box that sits between the
mains outlet and the printer proper?
Is there any sign of life from the printer, lights, noise etc.
If not, check (or get a friend to check) that the adaptor is delivering the
correct voltages. Otherwise the printer power supply has probably died and
since this is a surfer unit you will not be able to get it fixed for a
reasonable price.
