I just got a used HP psc 1210 printer. Does the software need to be
installed for the printer and scanner to work? Can I just install the
drivers and still get the printer and scanner to work? I'd prefer not
to install the software if it's not needed.

I feel your pain.

HP printer packages now tend to come with an assortment of applications for
various purposes. E.g., graphics file/picture management, printer supply
ordering. However, for operation of the printer and scanner, you need just
the basic drivers. Sometimes, you can download just those from their web
site. Otherwise, you have to get the entire package and do a custom install
to select for installation just the components you want.

If you're lucky you can do a custom install of the drivers only. Some
recent hp printers only give you two choices: install the drivers plus
bloatware or the drivers plus even more bloatware.
