This can happen with some of the older style HP's. My old DeskJet 600c was terrible
for this.
What is usually the problem is that paper dust collects into stringy strands on the
cartridge "carriage" near where the paper passes. These strands get soaked with ink
and smear the printout every time you print. Changing the cartridge only helps the
strands get soaked faster.
Cleaning the paper path near where the ink jet head passes (especially the carriage)
will sometimes help. A number of Q-tip cleaning passes may help, but they are usually
to big. I finally used a thin piece of paperboard (like from a cereal box) and
covered it with a paper towel and slid it through the paper path with the carriage
out in the center (like you are changing the cartridges).
