replaced motherboard with non hp and now unable to use recovery cd.

right...
the recovery cd checks the bios on the mobo.

if the new mobo is identical to the old one
and the bios chip on your old board is still good...
you could replace it (if you are very careful)

otherwise you will need to buy the OS

Stop using the word "tattoo" and provide an accurate
description of exactly what you mean, then you'll be off to
a good start.

Of course not, what did you expect?

The recovery CD checks for HP unique strings in the bios and
you can't run even the exact same motherboard as the system
shipped with, unless that motherboard has the HP-modified
bios which adds these strings rather than the generic
AMI/Award/Phoenix/etc bios the board would have otherwise.

I suggest that you make a windows installation CD from the
files on the hard drive. Google should help some if you
search for any specific stumbling blocks you may come
across.
