I have a HP PSC 950 which uses to cartridges the HP15 and the HP78. I have
just bought 2 new remanufactured (from 2 different suppliers). And keep
getting the following error message:

INCORRECT COLOUR CARTRIDGE INSTALLED.

Can anyone guide me as to what the problem may be. If I put in the original
OLD HP Cartridge then its ok (but obviously cannot print in colour.

#78 is correct, I still technicaly own a PSC 950. I do remember one
case with an older HP where they released new cartridges and while my
printer was listed on the new cartridges, my printer clearly rejected
them.

Anyhow check to make sure the contacts are clean, wipe with a "lint
free cloth". If your PSC still remembers that cartridge was
incorrect... while on yank the power cable, wait 30 seconds or so, hold
the power button and reinsert the power cable, and print a test page.

Keep in mind that there is a failure rate on these cartridges, but at
the same time I think that series would remember bad cartridge ID
numbers. I had this issue once with OEM cartridges. Usually putting
in the old ones then putting in the new ones would also resolve this
issue, but as you've tried that well the sucker is likely dirty or
broken.

The problem is you have bad cartridges. Return them for a refund or
replacement. You may be able to clean the contacts as shown at:
http://h20000.www2.hp.com/bizsupport/TechSupport/Document.jsp?objectID=bpa02060.

Also see the following third party lab test on remans at:

and 13.
