If it happens with two cartridges then that rules out toner as the cause.
Does the problem occur with the internal test prints (from the printer control
panel)?
If so, and the print density is correctly set then I guess there is either a
high voltage problem or a failure of the engine control PCA.
Does the problem occur over the entire page or is there a pattern to the
problem on each page?
It is worth cleaning all of the contacts that are on the toner cartridge and
the ones in the printer that mate with them, especially the high voltage
contacts (these are at the right hand end of the cartridge as you remove it
from the printer), a clean dry cloth is sufficient.
Also cleaning the transfer charge roller may be worthwhile. This is the long
roller that sits immediately under the cartridge, you don't need to remove it
to clean it. These do not usually cause too much toner to be deposited on the
paper but easy to clean. Don't touch the roller with your fingers (to avoid
contaminating the roller), use a clean dry lintfree cloth, wipe it alaong the
roller and turn the roller as needed with the gear at the left end.
