HP 1350 won't work for XP Limited Users

We have an HP 1350 all-in-one print/scanner on a stand alone Sony VAIO running XP. My partner and I have administator privileges and can print fine. We have the kids set up as limited users and their print quality is horrible, plus it's blue, which really eats up the cartridge. I've tried setting their print quality to Best and all sorts of things, but nothing works. HP says it's Microsoft's problem and we should just set everyone up as administrators.

Is there a way to create a path to the printer drivers for the limited users or something?
