howto deploy open ports in SP2 firewall on domain?

I'd like to install XP SP2 in our domain, and I'd like to activate the
firewall (why not) but I need to globally open a few custom ports in
the whole domain. Plus I need to really open the ports, for every
program that wants to use them no matter from where it was started.

can anyone point me to some docs how to achieve this on a domain? Do I
need to install SP2 on the Server 2003 to do this?
