How was this desktop created?

My first thought was litestep too. However, desktop X from stardock also
could do this, and from certain of the objects on the desktop, I'm more
inclined to believe it's desktop x.
Going by the looks of it, it could be Litestep http://www.litestep.com
maybe.......
But Personally I would put my money on Object Desktop, WindowsBlinds
http://www.stardock.com or it could be something total different.

Can anyone explain what tools, what theme or both were used for
creating this desktop?
