Windows Vista How to validify timestamp

I need to validify a timestamp and prove that it was not modified. Firstly, is there any program that can do this? Secondly, I looked at some programs that modify timestamps and it seemed that they only worked for Windows XP and MS Word 2007. Is there something unique about Windows Vista/MS Word 2010 that has prevented programs from altering the timestamps? Please let me know quickly. Thank you
