Does the old outlook data file work with the business contact manager?

I would have no idea.
Ask in a BCM group.

Is there any way to bring the contact data into the business contact
manager?

There are no incompatibility issues, but importing is a poor choice for
transferring data.
Just reuse your old PST file:

If for some reason you feel you need to use a UNICODE PST file, then just
open your old data file and copy what you want from it into your new one.

(incompatibility issues)? What are the steps in 2003 for importing the
data?
Should I install the backup program first?

No it is not integrated.

You have to copy them over to the BCM database.
Nice design don't you think?

I removed it from my PC becuase of this.
