How to use Local Policies

Hello,
I'am installing a set of 20 computers in a school.
All with Windows 2000 Prof.
There is no Domain Server.
In every computer there is 2 users: "Administrator" and "StudentX"
I need to know if i can use Group Policy Management to set a couple of rules
only to the user "StudentX" in each computer (like wallpaper, and access to
control panel, desktop properties, etc...).
Is there any way to do this without a domain controller?. If it is possible
please explain.
