How to use constantly left and top frame for following pages?

How to set up a three frame page in which the left and top frame stay
constantly visible and are not loaded again when clicking in the left or top
frame? I only want the third frame be changed when clicking the hyperling on
the left or top frame.
 
There are many reasons to not use frames, but if you must just use
File new Page (more page templates) and select the Frames Tab and the Banner & Content template as your home page
