I have a laptop. One internal network connection and a
PCMIA network adapter. I would like to use one to have a
VPN connection on one network, while the other has a local
or internet connection on another vlan. Can I do this and
how?

I have seen adapters to put your network cable into a USB port. So if
you only have 1 pcmica port then you do have another option.
Of course the USB one CANNOT be wireless!

You can configure each network card with an ip address on each respective
network. A problem you may run into is that only one NIC should have a
default gateway. If only one network has access to the Internet, the
default gateway should be configured on that card with the IP address of
the router. You may have to add routes if any of the networks are
subnetted.
