I have my original calendar in the public folder. I want other departments to
be able to view, but not edit, this calendar. I placed a copy of the original
in the department folders that need to view. How can I set up the original
calendar whereas when I add/update the original, it will update the copies
also?

Outlook provides no inbuilt method to synchronize public and private
calendars. You can try any of the suggestions here to see if something will
work for you:
