How to Unlock .PST from Outlook

I'm attempting to burn copies of user's archived .PST files to CD-ROM but the
files are locked. Tried using the unlocker.exe tool which is normally
reliable, but it didn't unlock the files. Any suggestions?
 
pst files won't work on a CD, outlook needs R/W access, and if you copy them
back to a hard drive, you need to un-check the read only attribute
 
or is that not the problem?

Does the user have Outlook open and the PST(s) added to the profile so the
user has access to them? Have the user close Outlook and try again.

If that's not the issue, check computer management for the user's PC (if
you're on a network it can be done from your PC) and check to see what files
are open.
 
Close Outlook. Use Task Manager to make 100% sure Outlook is no longer
running. PST backups are useless/unusable if they were taken while
Outlook is still active.
