Disabling all third-party browser extensions should disable the pop-up blockers in most cases. Some load as as startup application.
Disable the tool bands and Browser Helper Objects features:
1. Close all instances of Internet Explorer
2. Click Start, point to Settings, and then click Control Panel.
3. Double-click Internet Options.
4. Click the Advanced tab.
5. Under Browsing, click to clear the Enable third-party browser extensions (requires restart) check box.
6. Restart Internet Explorer.

Whenever I try to launch a certain program off of the
internet, it requires the opening of a pop-up window. My
computer has somehow blocked that and I cannot find the
option which will enable pop-ups to be loaded. Please
help, thank you.
