How to turn 'Visual Mode' off?

Has anybody seen a dialog box saying "Use Visual Mode?"
which pops up when a Textarea(html form element) is
clicked? I have tried various Internet Explorer options
but I can't turn this feature off. If I say OK to the
above, then all MSWord controls appear at the end of the
Textarea like Alignment, Font size, Bold, Underline..
 
Open IE (Inter Explorer), tools/internet options/Advanced tab/click "enable visual styles on buttons and controls in web pages", click Apply and OK.

i unchecked the "Enable visual styles on buttons and
controls in web pages" option but still this dialog box
keeps popping up. its very frustrating...
