how to turn off system restore on windows me

I want to turn off system restore to clean out any buried
malware virus etc. I am told to double click system icon
on control panel and select the system restore tab and
check off turn off system restore. Problem is I do not
have a system restore tab. I also do not have a
performance and maintenance icon. Can anyone help thanks

right click on my computer and go to properties

then click on the system restore tab at upper left of
screen.

Be sure to disable SR then restart then re-enable SR then restart again.
