How to turn off "active focus"?

XP on a Dell D600. Whenever I mouse over the title bar on
an open window, that window becomes active and pops to
the front. How do I turn this feature off?
 
You can install Tweak UI. Once installed, go to
Start > Programs > PowerToys > TweakUI > General > Focus and
place a check next to "Prevent applications from stealing focus".

Is your system set to "single mouse click." If yes, that's likely the
issue. Open Windows Explorer, go to Tools, select Folder Options and change
to double click.
 
Carey -- prevent stealling is already on. In any case,
that is not what is happening here. Merely mousing over
the blue title bar on any open window instantly brings
that window to the front.

I'm sorry, I don't know what could be causing this short of something else
installed on your system. You might also check the Mouse applet in Control
Panel as you may see an option there that is the source of the issue.
