How to trim white spaces on form?

I just created a popup form. In design view, the detail section is 4.5" wide
and 2" high. However, when it is in run time, the form displays unused white
spaces on the bottom after the last control (about 2†tall) and to the right
of the far most right control (about 2†wide).
I want to get rid of them, but could not figure out how.

Other properties that may help explain the settings are:

Default View: single form
Views allowed: form
Auto resize: no
Auto center: yes
Border style: thin
 
With the form open in form view, click Windows/Size to fit. Save the form.
If that doesn't work, you'll need to open the form in design view and drag
the edges in so that the form is closer to the size you want. Then do the
size to fit to refine the size.
