I have a Cable router [LinkSys] from the cable modem to the Router and
then to the Gigabit Switch... then to the other PCs. I tranfer a 400MB
file in 30+ seconds. Does that seems about right ? Shouldn't it be
faster ? As that is about the 10/100 speed I have.

That throughput is ~ 100 Mb/s

Do all the PC's have 1000 MHz NIC cards and are they set to run at 1000 MHz?

I have a Gigabit Card in each PC yes.. but forwarding a 200+MB it
takes 30+ Seconds as a test.

Does a router support 1Gbps speed?
Ensure you got Cat5 rated jacks and cable. If the distance is > 25m, you'd
need Cat5e rated components. Set Auto-negotiating mode on both computers and
router. Update a router firmware.
