how to tell if port 3306 is blocked

I am trying to connect to a remote mysql database but cant. I think the
problem may be port 3306 being blocked on my PC (win xp) but don't know wher
to begin to test it.
 
Use telnet or portqry. Or check the firewall to make sure the port is open.
