How to stop users from clearing history

At work we have pc's for staff to use for training, when they clear history
to cover their browsing history, they are clearing all the cached info we
need locally, then we have to logon with user names and passwords to get the
correct cookies. its a pain to do this time and time again, I dont care where
they browse. How can I prevent access to tools menu or?

Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = disable restriction, 1 = enable restriction
