How to stop user delete e-mail

In our comany, user always delete their own mail and local file and then
complain their PC have problem.

They abuse my time to restore mail for them and make me don't know what to
do for their local file

Is there any method to avoid or stop them,especially the e-mail?

You left out your network configuration. If you don't have a server, it
would be a good idea to get one. Get Small Business Server and run
Exchange. Keep emails on the server, archived frequently.

Workstations should never have any company-related data saved locally.
All data should be saved to the server where it can be backed up
regularly. Users should be told that any data saved locally on their
desktops will not be backed up.

Is there not also a Group Policy that stops the creation of a pst file in
the first place? Seem to remember seeing something about this somewhere.....
 
I don't know of a good solution if you are not using your own mail server
like Exchange which can allow users to retrieve deleted email up to a period
of days specified by the administrator. You may want to check their POP [if
POP is used] server settings in their mail account to leave mail on the
server for x number of days so that emails can be retrieved on another
computer if need be. Also check their email program settings to make sure
that it is not configured to empty deleted folder upon closing email
program.

But even I have our own server.
1. they can still delete e-mail through outlook express and uncheck the
option keep mail on server.
2. They always ask for restore all e-mail. Server storage will be limited.

But any more detail? Such as how to prevent them to delete individual e-mail?

It sounds like you don't have your workstations configured correctly. It
sounds as though you've given your users administrator privileges, which
they should not have. Do some reading at MS TechNet for best practices
in a domain environment.
