How to stop outlook being closed

I have a user who keeps closing outlook after reading email, instead of
minimising it!!

"I don't get emails during they day" says them

"PEBCAK" says I

Is there a way to stop Outlook being closed?
 
I don't think there's a way without writing a custom app to do it but I
could be mistaken. Basically all the app would have to do is check if
Outlook is running and if not... start it.

No, but a work-around would be to put an undeliverable message in Outbox. I
used one consisting of only a subject. When you try to close Outlook, it
will tell you there's a message in Outlbox and ask if you really want to
close.
 
Looks like I'll have to get programming then!!
