Will unchecking the setting, that prompts the user when items are deleted
permanently, prevent the warning to delete items in all folders during all
Outlook usage, not only items in the "deleted items" folder at Outlook
closing?

turn off the setting that prompts the user when items are deleted
permanently. Both are found in the tools | Options dialog.
