how to stop automatically telling M$ about a program crash

every time a program fails, I get a popup asking for permission to tell
microsoft about the failure. I always say NO, but it keeps asking anyway. is
there a setting to stop it from asking? I want to just get on with work, not
be forced to tell it no do not send to microsoft every time something fails.
