How to shrink an IMG

I have an IMG that is about 700 pixels wide. I've set the width to 100%.
When I expand the width of IE6.0, the picture expands to fill the allotted
space. Great. When I shrink the size of the browser to less than 700
pixels, the image does not shrink. Instead I get scroll bars.

This works the way I want it to in Firefox. Is there I way to get the IMG to
shrink in IE6.0?
 
IE-Tools-Internet Options-Advanced.
Check "Enable Automatic Image Resizing"

It shrinks for me, a bit. E.g. in Fullscreen the first line of text wraps
under it at "Our annual Whidbey Island"

Pressing F11 to Restore the window to my preferred size and shape
the text now wraps at just the word "Our" from that same excerpt.
I have to scroll the screen right to see that because the left side menu
apparently gets rendered and then the next column (which contains both
the top picture and the main text) gets rendered as if it should be given
the whole new window size. Is that a clue?

My guess would be that there may be something in the HTML which
you could do (e.g. using percent perhaps) to try to make both columns
fit in the new window size at the same time.

I suggest you try posting this problem in a newsgroup which specializes
in web development. There is probably better expertise for solving
this problem there than here.
