This worked for me on Windows 2000:
1. Choose a location for the shared Favorites folder. C:\Favorites would
seem to be a good choice.
2. Log on as User1, open Windows Explorer, type %userprofile% in the
address bar and press enter. You should be in C:\Documents and
Settings\{user1}. Drag the Favorites folder from the right-hand window to
the root of drive C.
3. Open IE and verify that it still sees your favorites. Close IE and log
off.
4. Log on as User2 and repeat step 3. You'll be dragging User2's
Favorites folder to the same place you put User1's folder. Windows will
tell you that a folder by that name already exists and that if you
continue, the contents will be merged. Click OK.
You now have both user's registry entries pointing to the combined
Favorites folder. This works because Favorites is a system folder and
Windows will track any moves or rename operations and update the registry
accordingly.

Brand new WinXP SP2 in a brand new HP Pavillion laptop. I have restore all
to the original installation. Managed to delete the silly new folder. All
is well, but have not managed to set one single favorite folder to be enjoyed
by both accounts (adding, deleting, updating, etc.)
