How to share a folder without administrative rights ?

I would like to give to user the permission to
share folders on Windows 2000 Server -
without adding this user to the 'Administrators'
or 'Server Operators' group ...

.... how can I do this ?

(only 'Share folders' right - no other privileges)

Don't think it's possible. Can you live w/ giving them local admin
rights only to that machine instead of domain admin rights?
