how to setup gpo to prevent IE

We had a sub-domain and now need to implement all the desktop to
access IE to using proxy settings, also we need to skip some website
such as *.microsoft, *.google.com. how can we setup the gpo in the
GPMC.

also since if some clients had the local administrator, how can I
change all those clients administrator right to power users, in that
way, user cannot change the IE settings by themself.

You can not configure website exclusions via GPO, use ISA server for it or
maybe some free proxy servers if you can't spend money.

Do your clients use the local administrator account or are they in the domain
admins or equivalent group? If they have the local administrator account,
you can't restrict it. And also you shouldn't. Reset the administrator accounts
password and do not give normal users the password. Why did they have admin
rights?

If they are no admins you can configure a GPO for restricting the internet
options tab's.
