How to set up order on boot?

When I boot up my machine (WIN XP Home SP2 with all the updates), several
programs starts automatically and try to connect to Interned via my wireless
router. In many instances, they do it fine. But in some others, the programs
"clash" and some of them, the most notable Internet Explorer, could not
connect.
Is there a way to establish some sort of order in which the programs connect
to the Internet? For example, the IE connects first, then Net2Phone, then
Skype, etc.
I'll appreciate your suggestions.
 
I just rebooted and the IE came up. It happened before too, so we'll need
some time to test and see if it works...

P.S. You must know this software. Is it possible to set an order for all
startup programs? I set time interval 10 sec for several programs, which
moved them to the bottom of the list. But there still are several programs
on the top and I do not like their order on the list. I tried to move them
up and down, but they would not move... Also, I set 10 sec interval. But I
do not know how fast each program loads. In some instances, I presume, 10
sec is adequate, in others it could be to little or too much. Is there a way
to find out how long it takes to load each program?

Yes you can change the order and timing of the applications. You will need
to use your own skill to determine how much time is needed for each
application. It may help by spacing the start of each app by a given number
of seconds (say 15 for starters) and then use Windows Task Manager to
monitor the CPU Usage percentage, after each app loads the percentage should
drop to near zero, just count the seconds for each app and adjust the
spacing accordingly.

You may find AutoRuns useful in that it will show you what loads during each
part of the Boot and logon cycle.

if you're still watching this trend... Well, looks like I'm back to square
one: this afternoon, the IE got stuck again at bootup...

Don't run IE at bootup, your network service may not be started causing IE
to hang.
Also what version of IE are you using?

Yeah, that's what I was thinking... You see, I stopped Outlook Express,
Yahoo and MSN Messengers, practically everything... Have to go back to
middle ages and run them all manually until I got a new machine with a Vista
;-)
