How to set up moving/repeating line of text in Frontpage?

For purposes of placing an eyecatching banner that moves across the webpage
similar to a ticker tape. Can it be done in Frontpage and if so what is the
easiest way to accomplish this?
 
"eyecatching", at least the way you intend to implement it, translates into
other adjectives....
annoying, nauseating, distracting, amateurish, valueless etc...

But if you must, see <marquee> which works in some browsers, or google for
newsticker javascript.

BTW - How many how many high-profile, high-traffic sites have you seen that
implement this travesty?
