How to set up and use Outlook

I've ignored Outlook as a mail server, but would like to
begin using it, and have no idea where to start. I attempt
to use it and don't get past the first 'page' wherein I
must fill in information about POP3 and SMTP which I know
nothing about. I know this is elementary education time,
but would welcome any advice and or instruction. (I use
Windows XP and there is no information specific enough for
computer illiterates like myself.)

Outlook isn't a mail server, its a mail client, to fill in the POP3 and SMTP
details these arte usually given to you by your ISP along with your user
name and password, so I would contact them first for these details. Also
most ISP have details on their websites on how to fill out the fields and
set up accounts, if they haven't specifically mentioned Outlook but they do
mention Outlook Express then the field names are the same.

I don't know if this will help you,but I setup checked
http for hotmail and it works fine.
Open Outlook\tools\E-mail Accounts\E-mail
Check: View or change existing e-mail accounts.
Click: next
Click: Add
Check: HTTP
Click: next
User Information:
add your name and email address
logon Information:
add your User Name and Password
the user name for that email address and the password for
that email address.
Then, Server Information:
HTTP Mail Service Provider:
either Hotmail or Msn or chose other
and type in the server URL:
