How to Set the NUM LOCK State before Logon in Windows Vista

The same as it was in XP,
If numlock is ON when you shut down, it will be on at your next Boot.
 
If the NumLock is on when you shut down it will be on when the computer boots
up, but only after the user logs on. Also, the HP dv9700 doesn't have an
option to turn on the NumLock in the Bios.

OK, you might try the following that worked in XP, and might also work in
Vista,

Type: Q314879 on your Internet explorer address line.

In the Start Search box, type 'regedit<enter>'

Navigate to:

[HKEY_USERS\.DEFAULT\Control Panel\Keyboard]

In the right-hand pane, change to value of 'InitialKeyboardIndicators' to 2
 
Thanks for the help. Unfortunately I had already done that. That script
prompts for the NumLock choice after login. I don't think it can be done.
I've never seen a computer that doesn't allow for NumLock on in my 25 years
experience in tech support.

Hmmm....are you on a laptop by chance? (I am)

I had performed a basic test before posting (never assume what worked under
XP will work under Vista!). I had set IKI to 2 under .DEFAULT, shut down,
restarted & the NumLock Indicator was lit. Not having any numeric
characters in my password, I toggled it off, logged in, and posted my reply.

After your reply, I tested further. I assigned a numeric password to a test
user account. Restarted. NumLock Indicator lit, but the keystrokes
<J,K,L>, which should have generated the password 123 didn't work. I had to
toggle NumLock off & back on to get it to work. I then tried logging off
from my account with NumLock on, logged back on, NumLock Indicator was lit,
but JKL didn't produce 123 in Notepad.

I then tested with an external keyboard (MS Wireless Natural Multimedia) and
it worked as expected. On startup, 123 from the keypad worked as the
password; and logging into an account that had been logged off with NumLock
on, the keypad generated numbers.

So it appears that, at least on this laptop (Presario V6500), there is an
extra 'layer'. Despite the 'software' state of NumLock, it is cleared for
the laptop keyboard on startup and logging into any account. Additionally,
toggling NumLock from the laptop keyboard affects both the laptop & external
keyboard. Toggling NumLock from the external keyboard affects only that
keyboard. That is actually handy, as it allows a functioning keypad on the
external keyboard but doesn't screw up typing from the laptop keyboard, so
both can be used.
