how to set the group policy for individual users in Windows XP Profesional

Everytime I have gone into the group policy and set the
configuration it sets them for ALL users including the
Administrator (the Administrator account is suppossed to
override all security). Can someone please help me out? I
am setting up a public library's computers with Windows XP
Professional and need to have the patron only ably to very
limited tasks, it would be perfect if in the group policy I
can set it to this user only.....
