How to set shell to a program, not explorer?

In Win2000, how can you set it up so that upon startup the user is placed
into
a program and does NOT have access to the OS, sorta like a kiosk mode. If
they exit the program the computer should then just reboot and come up in
the program again. Can this be done? Thanks!

down that desktop. Excerpt: To really lock down the desktop, replace the
Explorer or Progman shell with your own launcher. Edit
HKLM\Software\Microsoft\WindowsNT\CurrentVersion\Winlogon\Shell and replace
the current .exe with YourOwnLauncher.exe. See "Restricting system features
...." on a subsequent Tips page.
Do not forget to disable Win+E code.
